One of the best municipal golf experiences one can get in the U.S is Belmont Golf Course in Richmond, VA.
This A.W Tillinghast layout hosted the 1949 PGA Championship where Sam Snead won and boasts a great amount of history. Signature Tilly greens can be found here that boasts similar boldness and contouring to his greens up in the MET area. Since the First Tee bought the property, they implemented the restoration which @lovegolfdesign carried out and added a driving range which took out 6 of the holes, but these holes were replaced with a 6 hole par 3 course with Tillinghast features and a giant 18 hole putting course, perfect for a First Tee facility. Donald Ross also altered Tillys 1917 design so some features on the property could definitely be his doings. This is the perfect golf facility for a course near a city for its ability to provide the public with golf history while giving them access to a great variety of golf (par 3 course, 12 hole course, putting course, and driving range).
